The government proposes to amend the Fixed Penalty (Traffic Contraventions) Ordinance and the Fixed Penalty (Criminal Proceedings) Ordinance. The fixed penalties for a total of 20 traffic violations will be increased. The government explained that the penalties have not been updated for many years, and inflation has gradually weakened their deterrent effect. The adjustment will help improve road safety. Among them, the fine for illegal parking, commonly known as "beef jerky", which is the most commonly fined, will be increased from the current $320 to $400, which is the first price increase in 31 years.

At the same time, the metered parking fee will be increased from $2 per 15 minutes to $4, that is, the maximum fee per hour will increase from $8 to $16. The new fee will be implemented on September 28. The current fees for trucks, buses and tourist coaches will remain unchanged.

The authorities also announced today (9th) that the fares of the Aberdeen Tunnel and the Shing Mun Tunnel will increase from the current $5 per trip to $8 from September 21st, the first increase in 34 years. The Legislative Council document pointed out that after the fare increase, the annual revenue of the Aberdeen Tunnel will increase by about $50 million to a total revenue of nearly $160 million; the Shing Mun Tunnel will increase by about $47 million to a total revenue of $130 million, which will help alleviate the current operating deficit.

Other violations will also be increased simultaneously. For example, the fine for speeding no more than 15 kilometers per hour will increase from $320 to $480; if the speeding reaches 45 kilometers per hour or more, the fine will increase from $1,000 to $1,500. The government proposed to increase the fine as early as 2017, but it was shelved due to opposition from the industry. This time, the government proposed another revision, which is expected to be submitted to the Legislative Council for deliberation on July 30, and the effective date will be announced later.
