[Tips on license plate numbers] How to customize your lucky license plate?
1. What is a custom license plate?
The Personalised Vehicle Registration Marks (PVRM) Scheme allows car owners to personalise a combination of letters and numbers (e.g. MYCAR, 8888) for use as vehicle registration marks, but they must comply with the requirements of the Transport Department.
II. Eligibility
- Any Hong Kong resident or corporate person aged 18 or above can apply.
- Each application is limited to one set of customized numbers.
3. Detailed explanation of application process
1. Consider the license plate combination
- A maximum of 8 English letters and/or Arabic numerals (including spaces) may be used.
- Do not use registered, reserved or prohibited words (such as offensive, misleading, government reserved words, etc.).
- All letters cannot be "I" or "O" to avoid confusion with "1" or "0".
2. Online or written application

Online Application:
Go to the Transport Department's "Personalised Vehicle Registration Mark Application" website ( PVRM application website ) and complete the application form. -
Written application:
Download and complete the TD569 form and submit it to the Transport Department by post or in person.
3. Pay the application fee
- A non-refundable fee of HK$5,000 is required for each application.
- You can apply for multiple applications in the same period (each application will be charged separately).
4. Approval and Verification
- The Transport Department will check whether the combination is compliant, and the process takes about 6 weeks .
- If it is not compliant, the applicant will be notified to change the combination or refund.
5. Open bidding notice (required) Draw lots)
- After approval and lottery, the customized license plate will be scheduled for auction at a public auction .
- Applicants have priority bidding rights, but ultimately they still have to pay the "bidding price" to purchase the license plate (i.e. $5,000 is only the application fee, not the final transaction price).
6. Attend auctions
- The Transport Department will notify the applicant in writing of the auction date and arrangements.
- Applicants may attend the auction in person or entrust someone else to attend.
- If the applicant is unsuccessful in bidding, the application fee will not be refunded.
7. Winning Bid and Payment
- After successful bidding, the balance (if any) must be paid within the specified date.
- The Transport Department will issue an official proof of purchase.
8. Install the license plate
- After obtaining the proof of purchase of the license plate, submit the proof and the existing vehicle registration documents to the garage or license plate production company to make the new license plate.
- Installed at the front and rear of the vehicle as required.
