[Automotive Knowledge] Automobile Emission Standards (EU Standards) and Hong Kong Testing Requirements

Hong Kong's vehicle emission controls are based on the EU Emission Standards, with the Environmental Protection Department (EPD) adding additional requirements based on local conditions.

  • New cars entering the country must meet the specified Euro class (determined by the date of first registration).
  • In-use vehicles (vehicles already on the road) will have their emissions checked according to the Transport Department's vehicle inspection or commercial vehicle annual inspection.

1️⃣ Introduction to EU Emission Standards (Euro 1 → Euro 6)

EU standards target pollutants emitted by vehicles, such as:

  • CO (carbon monoxide): Produced by incomplete combustion, it can cause dizziness and hypoxia.
  • HC (Hydrocarbons): Oil and gas residues produced by incomplete combustion, which produce photochemical smog.
  • NOx (nitrogen oxides): Produced by high-temperature combustion, it can cause respiratory diseases.
  • PM (suspended particulate matter): mainly comes from diesel vehicles and easily enters the lungs.
  • CO₂ (Carbon Dioxide): This is not a pollutant index, but it is an indicator of greenhouse gases.

Hong Kong does not immediately follow the EU's updates every year, but adopts them in stages. For example, private cars first registered after 2022 are required to meet Euro 6 standards.


2️⃣ Hong Kong’s emission testing requirements

📌 New car inspection (before first registration)

  • A certificate of conformity issued by the manufacturer or an overseas test certificate must be submitted to prove compliance with the Euro level adopted in Hong Kong.
  • For private cars (petrol): Currently most require to reach Euro 6b or above .
  • For commercial vehicles (diesel): required to meet Euro VI standards.

📌 Vehicle inspection in use (on the road)

Testing in Hong Kong is divided into:

  1. Gasoline and LPG vehicles

    • The vehicle inspection center will use an exhaust gas analyzer to test:
      • CO (carbon monoxide)
      • HC (hydrocarbons)
      • CO₂
      • O₂
    • At the same time, check the engine's air-fuel ratio (Lambda value) to ensure normal combustion efficiency.
    • The test is usually performed in two states: idling and accelerating.
  2. diesel vehicles

    • Use the Free Acceleration Smoke Test:
      • Opacity test refers to the opacity of exhaust gas.
      • If the limit is exceeded (usually 50%–55%), the program will fail.
    • Some annual inspections will use a chassis dynamometer to simulate driving loads for more accurate testing.

3️⃣ Common reasons for failing vehicle emissions inspections

  • Aging of the three-way catalytic converter (causing high CO and HC)
  • Oxygen sensor (O₂ Sensor) failure, combustion ratio error
  • Carbon deposits on the nozzle or uneven fuel injection at the nozzle
  • Long-term short-distance driving causes serious carbon deposits in the exhaust system

diesel vehicles

  • Fuel injector wear or excessive carbon deposits
  • Turbocharger system oil leakage
  • DPF (diesel particulate filter) is blocked or removed
  • Long-term use of non-compliant fuel or rapid acceleration of the engine when the vehicle is cold

  1. Warm up the vehicle

    • Before the vehicle inspection, drive it at high speed or for a long distance to allow the catalyst and exhaust system to reach operating temperature, which will help burn residual carbon and oil.
  2. Regular maintenance

    • Including replacement of spark plug, air filter, cleaning of throttle valve (gasoline)
    • Clean the fuel injection system and check the EGR valve (diesel)
  3. Avoid last-minute processing before vacation

    • If the vehicle inspection fails, you need to find a date to re-inspect it. During the peak season (registration rush), you may have to wait for several weeks.
  4. Use appropriate fuel additives

    • Before the vehicle inspection, add high-efficiency cleaner to one or two cylinders to help stabilize the exhaust data (but don't do it at the last minute).
