【One-for-One Scheme】Electric Vehicle Tax Relief | Eligibility and Process

The 2024-25 Budget announced that the first registration tax concession for electric vehicles will be extended to 31 March 2026, and the total limit of the "one-for-one" scheme will be adjusted to HK$172,500. The new arrangement applies to "one-for-one" applications or first registration applications for electric vehicles submitted on or after 1 April 2024.

Confirm whether the old car is eligible for application?

  • First registered in Hong Kong for at least 6 years
  • The vehicle must have had a valid vehicle licence for at least 10 months (i.e. more than 304 days) in the 12 months before cancellation of registration
  • Be the registered owner of the vehicle for 18 consecutive months or more
  • The period between the cancellation of registration of the old private car and the submission of the first registration application for the replacement electric private car cannot exceed 3 months

One-for-one Scheme Application Steps

Step 1: Confirm eligibility

To participate in the scheme, car owners must first confirm whether they meet the one-for-one exchange eligibility criteria, which are the three conditions mentioned above. If you are not sure whether you meet the eligibility criteria, you can bring your license plate to the Transport Department in person for inquiry.

Step 2: Arrange for the demolition of the old private car

If you meet the one-for-one exchange requirements, you can arrange a "vehicle dismantling". Most car workshops provide vehicle dismantling services. After the vehicle dismantling is completed, you will receive a "vehicle dismantling certificate" that lists the vehicle chassis number, license plate number, dismantling date, dismantling company information and company seal.

Step 3: Cancel the vehicle registration of the old private car

After completing the subdivision, you can bring the vehicle scrapping certificate to the Transport Department and complete the "Notice of Cancellation of Vehicle Registration" (Form TD184) to cancel the vehicle registration of the old private car. If you need to retain the license plate number, you can submit the "Application for Transfer or Retention of Vehicle Registration Mark" (Form TD129).

Step 4: Submit your application

Submit first registration application for "Replacement Electric Private Car" and one-for-one scheme application. Application Form (Form TD628) can be downloaded from the Transport Department website. Please note that applications must be submitted within the validity period of the scheme, that is, before March 31, 2026.
